Our founder and lead consultant, Mr. N M M Mifly, brings over 30 years of distinguished service at the IRD. Starting as an Assessor through a highly competitive examination in 1993, he rose to the position of Deputy Commissioner General, overseeing tax policy, international tax affairs, and official tax rulings. His wealth of experience includes representing the Commissioner General in legal proceedings, issuing hundreds of tax clarifications, and leading Sri Lanka’s bilateral tax treaty negotiations.

Mr. N M M Mifly
Tax Consultant Retired DCG of Inland Revenue Department (Tax Policy, Interpretations & International Tax Affairs)
With a distinguished career spanning three decades at the Inland Revenue Department (IRD) of Sri Lanka, The Tax Consultant Mr. N M M Mifly brings deep expertise and authoritative insight into both direct and indirect taxation. He joined the IRD in 1993 through a highly competitive examination as an Assessor/Assistant Commissioner and progressed steadily through the ranks, earning promotions to Deputy Commissioner, Commissioner, Senior Commissioner, and ultimately Deputy Commissioner General.
In recognition of his outstanding academic and professional performance, he was awarded the prestigious Rajendra Jegasothy Memorial Award in 2001 for achieving the highest marks in the Departmental examination.
A respected authority in both Income Tax and Value Added Tax (VAT), he was appointed Deputy Commissioner General in charge of Tax Policy, Rulings, Interpretations, and International Tax Affairs. In this capacity, he issued hundreds of official tax rulings and clarifications in response to queries from taxpayers and tax officers alike. He also represented the Commissioner General of Inland Revenue (CGIR) in proceedings before the Attorney General’s Department and the Tax Appeals Commission.
Notably, he served as Sri Lanka’s chief negotiator in bilateral tax treaty discussions with multiple countries, contributing significantly to shaping the nation’s international tax framework.
He retired from the IRD in July 2023, concluding a career of exemplary public service marked by professionalism, integrity, and an unblemished record.
